In Quebec, companies cannot vote directly in municipal elections. However, a natural person may be entered on a municipality's electoral list as the owner of a building or occupant of a business establishment, even if he or she does not reside there.

The procedure is as follows:

✅ Who can vote without residing in the municipality?

A person not domiciled in a municipality may be entered on the electoral roll if he or she is :

  1. Sole owner of an immovable for at least 12 months.
  2. Sole occupant of a business establishment for at least 12 months.
  3. A representative of a legal entity (such as a company) that owns or occupies a building or business establishment.

📝 Procedure for a company (legal entity)

  1. Designate an authorized representative:
    1. The company must designate by resolution a natural person (often an officer or employee) to exercise the right to vote.
    2. This person must not already be registered in a personal capacity on the electoral list of the same municipality.
  2. Complete the prescribed form:
    1. Use the designation form provided by Elections Québec.
  3. Send the application to the municipality:
    1. The application must be sent to the municipality's returning officer before the revision of the list of electors (date not yet set, but usually between late September and early October 2025).
