Bill 27 in Quebec: everything your company needs to know to comply

As of October 6, 2025, all Quebec companies must include psychosocial risks (PSR) in their occupational health and safety prevention plans.

This new requirement, stipulated by Bill 27 (the Act to modernize the occupational health and safety regime), is designed to protect the psychological health of workers. Companies must prepare for this transition by putting measures in place to comply with the regulations.

 

From now on, all organizations in Quebec[1], regardless of their sector of activity, must integrate psychosocial risks (PSR) into their prevention approach. The aim of this reform is to better protect the psychological health of workers.

 

What are psychosocial risks?

Psychosocial risks include all factors linked to work organization and the corporate climate, such as :

  • work overload
  • lack of recognition
  • stress;
  • harassment;
  • sexual violence;
  • violence (including domestic violence);
  • the right to disconnect;
  • incivility;
  • lack of autonomy;
  • etc.

As of October 6, 2025, the Act requires employers to identify, analyze and prevent these risks, which can have consequences for mental health, absenteeism, staff turnover and productivity. Companies that fail to comply with the requirements of this law are liable to a fine.

 

The Act stipulates that work-related psychosocial risks must also be addressed, in the same way as other health and safety risks. [1] Bill 27 may affect you, even if your organization's head office is not located in Quebec. Occupational health and safety (OHS) obligations apply to all activities carried out in Quebec, and are governed by the CNESST.
